The company is already exporting overland and targets a direct presence by recovering expropriated assets.
Cementos Argos is executing a three-phase expansion plan to grow in the Venezuelan market, positioning the country as one of its core initiatives for 2027. Juan Esteban Calle, CEO of parent company Grupo Argos, explained the strategy on 15 September 2026.
The first phase is currently active through overland cement exports. Shipments originate from plants in Cartagena and Sogamoso, entering Venezuela primarily through Cúcuta and La Guajira.
A second phase will introduce maritime shipments from Cartagena to a Venezuelan seaport terminal, which Calle stated will allow the company to scale export volumes substantially. The third phase envisions direct operations in Venezuela through an in-kind settlement for debts owed by the Venezuelan government, following the expropriation of company assets between 2006 and 2007 under Hugo Chávez.
Alongside this expansion, the group continues executing its share buyback program and post-earthquake reconstruction efforts. Through the Adopta un Hogar initiative, the organization aims to construct at least 1,000 homes in Colombia, including 140 planned in El Dos in Nueva Panamericana, at least 500 in Chocó, around 235 across three municipalities in Valle del Cauca, more than 200 in Viejo Caldas, and about 45 in Antioquia.
