Coinbase Global shares fell 4.7% in premarket trading on Tuesday, 15 September 2026, as the crypto industry mounted a final push before a key U.S. Senate procedural vote. Circle Internet Group shares also declined 5.3% in premarket trading. The Senate scheduled a motion to proceed on the Digital Asset Market Clarity Act at 2:15 pm ET, needing 60 votes to open debate. Republicans hold 53 seats, leaving the outcome dependent on Democratic support.
Coinbase top policy executive Faryar Shirzad urged Senate Democrats to back the measure, stating that the draft incorporates 126 requested changes and fulfills seven priorities outlined by 12 Democratic senators in 2025. Those pillars include oversight rules for spot crypto trading, token issuers, and trading platforms, alongside measures against illicit finance and corruption. Shirzad noted the text includes a role for state attorneys general and stricter illicit-finance rules.
Opposition remains strong from both state officials and the banking sector. New York Attorney General Letitia James led a bipartisan coalition of 17 other attorneys general in a letter to Senate Banking Committee Chair Tim Scott and Ranking Member Elizabeth Warren, warning the bill weakens investor protections against crypto fraud. Banking groups, including the American Bankers Association and the Independent Community Bankers of America, warned that the bill's stablecoin circuit breaker triggers only after deposit flight has occurred.
Treasury Secretary Scott Bessent stated that the draft grants the Treasury extra tools to protect community banks if stablecoins threaten them. White House crypto advisor Patrick Witt said bank deposits continue to rise and warned banks would lose key protections if the bill fails. Market odds of the bill passing this year recently rose to roughly 29%, according to a chart shared by Grayscale.
