Anthropic warns government actions could hurt client ties

An IPO filing details regulatory friction, federal bans, and export curbs

Anthropic warned that government attitudes toward the company and its technology could have broader implications for its business, including relationships with customers and commercial partners, according to an initial public offering prospectus seen by Reuters.

The document also states that advanced artificial intelligence could pose catastrophic or existential risks to humanity. Anthropic is planning an initial public offering that could be valued at 2 trillion dollars, while noting that revenue from government contracts accounts for less than 1% of its annual sales.

Anthropic cited several interactions with the United States government over the past year as examples of actions that could harm its operations. In February, the US president ordered federal agencies to stop using the company's models, and the US Department of Defense designated Anthropic as a national security risk in the supply chain. Anthropic stated that it could suffer substantial revenue losses or business disruptions attributable to those events.

In June, the US Department of Commerce imposed global export restrictions on its Fable 5 and Mythos 5 models. Anthropic disabled the models for all customers to ensure compliance before the agency lifted the curbs and the company restored access. Anthropic warned that similar future measures could cause significant reputational harm, adverse media coverage, and negative perceptions among clients, partners, employees, and investors.

Broader AI safety concerns have intensified alongside calls by Anthropic CEO Dario Amodei for the industry to slow development following repeated cyberattack activity by out-of-control autonomous AI agents. While Trump has largely dismissed calls for tighter rules, the Federal Trade Commission is conducting an industry-wide probe of AI companies that includes Anthropic, Reuters reported on September 30, 2026.
