Embraer and Indian conglomerate Mahindra have selected the city of Nagpur, in the state of Maharashtra, to host the final assembly line for the C-390 Millennium military transport aircraft in India. The plant is contingent on winning the Indian Air Force medium transport aircraft competition and signing the final contracts.

The location was decided in cooperation with the local government of Maharashtra, which provided land for the project to speed up construction and infrastructure work. The joint proposal includes transferring technology in defense aircraft assembly, systems integration, manufacturing engineering, and developing a domestic supplier network, alongside lifecycle operational support.

Cooperation between Embraer and Mahindra began in February 2024 and led to a strategic cooperation agreement in October 2025 around the C-390 Millennium bid. In February, the partners expanded their scope to include plans for a local maintenance, repair, and overhaul center for the aircraft.
