State regulators approve a 5 billion dollar carbon capture facility with 3 injection wells.
Exxon Mobil secured regulatory approval for its Rose carbon capture and storage development on 15 September 2026. The Railroad Commission of Texas voted 2 to 1 in favor of issuing the permit. The decision covers underground injection permits for the initiative, which includes an estimated cost of 5 billion dollars for the site and its associated pipeline network.
The permit authorizes Exxon Mobil to drill and operate 3 carbon dioxide injection wells. The site sits about 15 miles southwest of Beaumont and roughly 90 miles east of Houston. Carbon dioxide will be injected into target rock formations located 1 mile below ground level.
Under the operating terms, the Rose project will inject carbon dioxide over a planned operational span of 13 years. The permitted capacity totals 53 million metric tons of carbon dioxide across its lifetime. Planned annual project injection will reach 4 million metric tons per year, with each individual well taking up to 1.36 million metric tons per year.
The state permit also sets strict post-operational environmental standards. Exxon Mobil must conduct mandated subsurface monitoring for 50 years after all injection activity ceases.
