A matching $1 billion company commitment will build America's first purpose-built quantum facility.
On 16 September 2026, the U.S. Department of Commerce finalized a $1.0 billion research and development award for IBM subsidiary Anderon LLC under the CHIPS and Science Act. The agreement finances the construction of the first purpose-built quantum computing foundry in the United States.
IBM will match the federal funding with its own $1.0 billion commitment. That contribution includes cash, intellectual property, specialized equipment, and personnel dedicated to the project.
The facility in Albany will produce quantum silicon wafers with a 300 mm diameter specification. The investment aims to secure domestic manufacturing for next-generation computing hardware.
According to projections cited in the announcement, the global quantum technology ecosystem is expected to generate up to $850 billion in annual economic value by 2040.
