Recent regulatory filings add 23 new shippers in support of the Norfolk Southern deal.
On 16 September 2026, Union Pacific announced that more than 500 customers have publicly backed its proposed combination with Norfolk Southern. Support expanded through recent filings with the Surface Transportation Board, which included 23 new shippers across agriculture, energy, fertilizer, forest products, food, and automotive sectors.
The recent submissions also brought more than 150 new letters from customers, first responder organizations, community leaders, and elected officials. These add to more than 2,000 statements previously filed alongside the railroads' amended merger application.
Union Pacific and Norfolk Southern expect the creation of an integrated coast-to-coast freight network to yield about $3.5 billion in annual savings and shift an estimated 2.1 million truckloads from highways to rail each year. The companies expect to close the transaction in the third or fourth quarter of 2027, subject to review and ongoing oversight by the Surface Transportation Board.
