Simpar unit wins 30-year highway concession in Mato Grosso

Simpar announced that Consórcio Rota Multimodal was declared the winner of International Public Tender No. 52/2025, organized by the government of Mato Grosso for highway Lot 6. CS Infra holds an 80% stake in the consortium, alongside MTSUL Construções with 15% and Triunfo Participações e Investimentos with 5%.

The 30-year concession covers the operation, conservation, and maintenance of 634 kilometers across highways MT-020, MT-140, MT-225, MT-244, and MT-251. The winning bid offered a 13.31% discount on the maximum toll fee of BRL 14.56, based on January 2024 terms. The brownfield project requires average annual investments of approximately BRL 93 million, covering pavement recovery, maintenance, road safety, and nine free-flow toll gantries.

Toll collection begins in the second year after initial works and free-flow installation. Simpar expects gross service revenue of BRL 226 million in year 2 and BRL 247 million in year 5, with net revenue projected at BRL 207 million and BRL 226 million. Ebitda is projected at BRL 126 million in year 2, rising to BRL 144 million in year 5, representing margins of 61% and 64%. Annual toll adjustments will follow Brazil's IPCA inflation index.

Simpar stated that capital expenditures should not affect its capital structure, citing risk-mitigation terms and administrative synergies with CS Rodovias Rota da Integração. With this contract, CS Rodovias will operate four concessions totaling more than 1,500 kilometers. Santander analysts viewed the outcome as positive and disciplined, noting that the victory is incremental to Simpar's CS Infra guidance for 2029 released on August 27.
