The free agreement includes access to GPT 5.6 Sol to safeguard civilian infrastructure.
OpenAI will share its artificial intelligence cyber defence system, Daybreak, for free with the Ukrainian government. The system is designed to quickly identify vulnerabilities in digital systems and help build fixes to protect civilian infrastructure such as hospitals and power plants.
Under the agreement, Ukraine will also gain access to OpenAI's GPT 5.6 Sol model. According to the Computer Emergency Response Team of Ukraine (CERT-UA), the country recorded nearly 6,000 cyberattacks in 2025.
Protecting civilian infrastructure means defending it against both physical and digital attacks, so people can continue to live, work and access essential services.
The company announced the initiative alongside the United Nations General Assembly in New York. OpenAI has previously allowed select European companies and UK banks to use its advanced cyber models, while competitor Anthropic has restricted access to rival systems such as Mythos and Fable over safety concerns.
