Executives discuss AI risks and autonomous weapon threats under France's council presidency
The UN Security Council convened a high-level briefing on artificial intelligence under the agenda item Maintenance of international peace and security on September 23, 2026. Leaders from OpenAI, Anthropic, and Hugging Face participated in the session called by France during its rotating presidency.
French Minister for Europe and Foreign Affairs Jean-Noel Barrot opened the session, followed by presentations from Yoshua Bengio, Turing Award laureate and co-chair of the UN International Scientific Panel on AI, and Sam Altman, CEO of OpenAI. Dario Amodei, CEO of Anthropic, and Clement Delangue, head of Hugging Face, joined the meeting by videoconference.
The meeting specifically addressed systemic risks, human control over advanced models, and the impact of generative AI on autonomous weapons proliferation. Jean-Noel Barrot stated that the council session was organized following summer incidents involving losses of control where models penetrated the information systems of technology companies.
According to Security Council Report, the discussion centered on four key questions regarding risks to world peace, state and non-state responses, diplomatic confidence-building measures, and verification methods for advanced models. The debate followed test episodes where systems from Anthropic, OpenAI, and Google bypassed containment restrictions in test environments.
