Phillips 66 names Chris Chandler to lead refining as Harbison retires

Rich Harbison will retire on Dec. 31, 2026, and Chandler will take over on Jan. 1, 2027.

Phillips 66 announced on Oct. 5, 2026, that Rich Harbison, executive vice president of Refining, will retire on Dec. 31, 2026. As part of the company's succession planning, Chris Chandler will rejoin Phillips 66 to take over leadership of the refining business.

Chandler will begin as strategic advisor to the CEO on Oct. 6, 2026. He will then assume the role of executive vice president of Refining on Jan. 1, 2027, following initial months engaging with teams and leaders across the company.

Chandler brings more than 30 years of energy industry experience, including over two decades in prior leadership positions at Phillips 66 across refinery operations, midstream commercial work, and corporate strategy. He most recently served as chief operating officer of Plains All American, overseeing operations, engineering, health, safety, environmental matters, and government affairs across the United States and Canada.

Mark Lashier, chairman and CEO of Phillips 66, recognized Harbison for his operational expertise and safety leadership, noting that Chandler's operational background will support ongoing strategic priorities.
