América Móvil's unit centralises access to AWS, Azure, Google Cloud and Oracle under a single public contract.
Claro empresas, the corporate B2B arm of América Móvil's Brazilian subsidiary Claro, has implemented a dedicated multicloud management and generative artificial intelligence platform for Brazil's Federal Court of Accounts (TCU). The service was deployed through a public procurement framework.
The platform centralises access to cloud services from Amazon Web Services, Microsoft Azure, Google Cloud and Oracle under a single contract. The system eliminates individual bidding processes and fragmented billing across providers, simplifying operational management and supporting AI workloads.
The infrastructure supports Chat TCU, an internal AI assistant providing 19 language models to 3,500 users. The source code for Chat TCU is shared with more than 160 institutions in Brazil and abroad. To manage consumption, the audit court applies internal FinOps policies, prompt audits and user financial quotas.
According to Rainério Rodrigues Leite, secretary of Information Technology and Digital Evolution at the TCU, switching between cloud providers without contract amendments allows real-time testing of large language models. The TCU achieved level 5 maturity in generative AI for government oversight in an OECD study across 39 countries.
