Ecopetrol receives COP 683,990 million fuel fund payment

The Colombian government cleared 2025 receivables using treasury bonds and announced leadership changes.

Ecopetrol reported on October 1, 2026, that Colombia's Ministry of Finance and Ministry of Mines and Energy disbursed COP 683,990 million to clear fuel price stabilization debts. The payments cover accounts receivable from the Fuel Price Stabilization Fund (FEPC) for the third and fourth quarters of 2025.

The transfer was settled through Colombian treasury bonds, known as TES. From the total disbursed, COP 573,108 million went directly to Ecopetrol, while COP 110,882 million was allocated to its refining subsidiary, Refinería de Cartagena (Reficar).

The funds help lower the deficit in the FEPC, which the government uses to subsidize consumer fuel prices below market costs. In October 2026, the administration froze diesel prices for a second time, setting the average price across Colombia's 13 main cities at COP 11,320 per gallon.

Alongside the payments, Ecopetrol announced changes to its senior leadership team. Mónica Jiménez was named legal vice president and general secretary, Mauricio Gutiérrez was appointed corporate vice president of strategy and new business, and Camilo Rojas took the role of administrative and services vice president. All three executives will step into their positions by October 6, 2026.
