Hospitality union files action against Sabesp over water cuts

SinHoRes represents 16,000 venues after recurring disruptions in Baixada Santista.

The Sindicato de Hotéis, Restaurantes, Bares e Similares da Baixada Santista e Vale do Ribeira (SinHoRes) filed a formal representation against Sabesp before the Public Prosecutor's Office of São Paulo. The union represents 16,000 establishments in the region and cited recurrent disruptions in local water supplies.

The complaint follows operational problems at the ETA Cubatão water treatment facility, which suffered disruptions over 3 consecutive days from September 10 to September 12, 2026. Local businesses reported significant interruptions to regular service across coastal municipalities.

The legal move adds to mounting pressure on the utility. In a separate civil public action regarding water shortages, a court gave both the Municipality of Santos and the Public Prosecutor's Office a deadline of 72 hours on September 24, 2026, to manifest on emergency measures.

Sabesp has also faced enforcement from state regulators. On September 17, 2026, regulatory agency Arsesp maintained a fine of BRL 22,992,610.60 against the company for operational non-compliance in sewage pumping, which included a 30% aggravating factor.
