The plan filed with the CRT sets data prices between 0.0115 and 0.0180 Mexican pesos per megabyte.
On 18 September 2026, América Móvil subsidiary Telcel submitted its 2027 wholesale reference offer to Mexico's telecommunications regulator, the CRT. The company proposed charging mobile virtual network operators (MVNOs) between 0.0115 and 0.0180 Mexican pesos per megabyte, depending on monthly traffic volume.
The proposal establishes five data pricing tiers based on total monthly traffic. The opening rate is 0.0180 Mexican pesos per MB for consumption of up to 100 million units, declining to 0.0135 Mexican pesos in the second tier, 0.0125 Mexican pesos in the third, and 0.0120 Mexican pesos in the fourth. The lowest rate of 0.0115 Mexican pesos applies when traffic exceeds 2,400 million units, representing a 36.1% discount compared to the baseline tier.
Unlike data, voice and text messaging feature uniform rates across all tiers. Telcel proposed charging 0.0300 Mexican pesos per outgoing minute and 0.0150 Mexican pesos per person-to-person SMS, while incoming minutes and messages carry no charge. Tier thresholds are determined by combining total units of data, incoming and outgoing minutes, and text messages. The quoted prices exclude value-added tax and third-party interconnection costs.
The plan also introduces monthly user administration fees. In the first tier, an MVNO would pay 43,100 Mexican pesos per month for up to 20,000 users, plus 5 Mexican pesos for each additional line. In the four higher tiers, the fee is 300,000 Mexican pesos per month covering up to 2.35 million users, with each extra user priced at 3 Mexican pesos. The offer stems from asymmetric regulatory obligations imposed on América Móvil as Mexico's preponderant economic agent in telecommunications. If approved by the CRT, the framework will take effect on 1 January 2027 and run through 31 December 2027.
